Berkshelf-API file_store endpoint

It looks like the file_store endpoint indexes cookbooks on a local server. But those cookbooks can’t be ‘served’ by the Berkshelf-API server, so they would only be useable if Berkshelf is being executed from the server itself, no?

What’s the use case for the file_store endpoint?
