Cookbook releases

Thank you everyone for the encouraging words in various places about
our move to split up the cookbooks repository. After working with it
for the last couple days, I am really enjoying the workflow. It is
much easier to do merges and comparisons because branches aren’t
polluted with unrelated changes from other cookbooks.

We haven’t started really tackling the back log of pull requests on
the old repository, but it’s down to ~70. The new repository already
has 12 pull requests (after a couple closed from tickets below). Thank
you everyone who has contributed to this round of releases. You make
Chef awesome.
