RabbitMQ cookbook always restarts service

Hi,

I’m wondering, why the rabbitmq::user_management recipe triggers a
restart of the rabbitmq service after a user has been added or modified [1].

I see no reason for this, because it also works without and the man page
[2] doesn’t state anything, that rabbitmq should be restarted afterwards.

Is there any reason for this behavior? Otherwise I’d open a ticket and
create a pull request to remove that restart.
