Chef-server cookbook 4.0.0 released

Hello Chefs,

We have released version 4.0.0 of the chef-server cookbook.

The most important change to note is that this now uses the previously
announced chef-ingredient cookbook, passing in the configuration attribute
with a string, rather than a hash. Those who are using the attribute as a
hash will need to update that where applicable (roles or wrapper
cookbooks). See the README.md for more detail on the syntax, and check out
the changelog.
