We just published a patchfix of the recent ChefDK release. This release contains a fix for Windows FIPS customers. Previously, running knife node list --fips on a Windows node would raise an error. This issue is fixed in the 1.3.43 release!
Any Windows FIPS customers who were pinned to 1.2 are free to upgrade to 1.3.43 now. All non-Windows-FIPS users who already installed 1.3 can choose to update or not - no other changes were included in this patchfix.
