I am experiencing some strange behaviour and thought clearing my cache would be good to rule out any issue there. I can’t seem to find a way to force chef client to ignore the cache or forcibly remove all that is cached.

You cant do that right now via chef. You can delete the entire
Chef::Config[file_cache_path] manually, which will trigger a full cookbook
sync/download.
