Override spdx_license_url for air-gapped Chef Supermarket

I have a Private Supermarket (version 4.1.28) running in an air-gapped environment.
I am trying to upgrade to version 4.2.89 (so I can further upgrade to version 5).
As I stated, it is running in a completely air-gapped environment, but when I try to update to version 4.2.89, the reconfigure fails because it is trying to reach out to the internet to retrieve updated SPDX licenses.

is there a way to prevent this check or override the url with one in my local environment?

Known problem. We have the same issue and no known solution at this time. I've been assured they're working on a new package to address this issue.
