Proposed Non-Breaking Change to Users Cookbook

Ohai Chefs:

I have attempted my first cookbook contribution. After review in the
Opscode Hangout it was suggested I trial it by fire here.

The change allows for the placing of useful files such as .vimrc, .profile,
.inputrc, .byobu/stuff so upon login the user is comfy in their tools.
There is extensive doc in the README.md for more detail.

Any comments are appreciated.

Thanks for working on this. Now that I have my Dev environment set up, I’ll
see if I can find some time to give it a whirl!
