Proposed Non-Breaking Change to Users Cookbook

Ohai Chefs:

I have attempted my first cookbook contribution. After review in the
Opscode Hangout it was suggested I trial it by fire here.

The change allows for the placing of useful files such as .vimrc, .profile,
.inputrc, .byobu/stuff so upon login the user is comfy in their tools.
There is extensive doc in the README.md for more detail.

Any comments are appreciated.
