How do I view a cookbook’s README.md file with the markdown expanded?

Easiest way is to open it on Github. Otherwise, I use a markdown viewer like marked (http://markedapp.com/) locally.

On Github (or even on GitLab) you can view markdown just by clicking on
"Raw" button
If you want to easily edit a Github Flavoured Markdown file, my favorite
editor is SublimeText (Sublime Text 2 - Sublime Text) with Package Control
plugin and Extended Markdown package (
Markdown Extended - Packages - Package Control) installed
