Chef_user & chef_organization

Hi All,
Trying to use chef_organization and chef_user to create users and org via cookbook.
When i run chef-client (with root) getting below error.

Error executing action `create` on resource 'chef_user[devops1]'

Net::HTTPServerException

401 "Unauthorized"
