The chef.io download selection process for Chef Client only results in
12.2.x files when choosing Ubuntu 13.x

It’s an error in the website. More specifically, we build on a handful of platforms and then distribute those packages to later versions of the same platform which are compatible (in your case, we build on 12.04 and distribute that to 13.x). We are testing a fix right now and expect to deploy it later today if no blocking issues are found. In the meantime, you should be able to pick 12.04 from the dropdown and use that package.
