This is a minor patch release of Chef Client - bumping up from 12.9.38 to 12.9.41. This is to match up the officially released version of Chef Client with the one included with ChefDK 0.13.21. In addition, we’ve modified our build process to prevent the discrepancy from recurring.

There are no significant changes between 12.9.38 and 12.9.41. A windows group resource related bug was fixed.
