Help uploading a cookbook to Chef

Hello,
I am very new to chef and would like someones assistance in uploading a cookbook to chef. The cookbook exists on my machine but when i try to execute this command in powershell (run as admin): knife cookbook upload learn_chef_iis
I get the following message -

ERROR: The object you are looking for could not be found
