Ohai 8.15.0 released

Hey Chefs,

Today we released Ohai 8.15.0, which is available on Rubygems now, and will be included with the next Chef release. This is a minor release, but it comes with some improvements that might be important to you.

New FIPS plugin to determine if the system is FIPS enabled or not
Fixes to the data returned by the mono, erlang, scala, and elixir plugins
Improved debug logging in language and cloud plugins
Fixed an issue where the C plugin was causing DNS lookups on Windows machines
