RFC: Windows package and feature resources in core Chef

I’ve written an RFC for implementing support for packages, features,
roles, components, etc. in core Chef on windows.

Based on feedback, this has been updated.

We will create a top-level “feature” resource for Windows
roles/features, but that will be done separately. This RFC has been
scoped to just providing an idempotent MSI provider.
