Sometimes I have this issue after of a fresh install of chef when I try to create an user, but sometimes it works fine and it error didn’t appear.
Version of Chef 12.12.0
ERROR: You authenticated successfully to https://127.0.0.1:443 as pivotal but you are not authorized for this action
Response: missing create permission
Is it possible that pivotal user, was created without any permission?
