Foodcritic 10.0 released

Foodcritic 10.0 has been shipped to Rubygems. This version will be included in the next ChefDK and includes the following changes:

FC003 has been removed as there is no need to gate search and databag access for Chef Solo users with the latest releases of Chef

Chef 12.19 metadata has been added and the metadata for Chef 12.0 - 12.5.1 has been removed. This ensures detection of the latest resource properties in Chef 12 and shaves about 130k lines from the gem by removing old metadata.
