Foodcritic 7.0 released

Foodcritic 7.0 is now available on Rubygems and will be included in the upcoming release of ChefDK. This release ships with new Chef metadata for 12.11.18 as the default version, improves the FC032 rule, and adds an API for building custom rules that parse cookbook_maintainer metadata. Less noticeable, but the cause of the major version bump, is the removal of support for Ruby 2.0.0 and the removal of Chef metadata for versions 0.7 - 0.10. Removing support for these versions of Chef helped us drop the binary size by about 25%.
